Abstract
Australia has been a ?lucky country?, using Donald Horne?s term from the 1960s, but without his sense of irony. Yet our world is changing fast. The 2000 Olympic Games in Sydney provided a time for national celebration. However, before the Games it was not widely known that defence and civil authorities had been working quietly to prepare for any terrorist or bioterrorist incident.https://doi.org/10.1071/MA03211
