Structural Advocacy: A Process In Progress

Abstract

In February 1996, the Royal District Nursing Service Homeless Persons Program (RDNS HPP) released the report of the findings of a research project called The HACC Program: Improving Access For Homeless People. At the same time, and consistent with the recommendations within the report, the Home and Community Care (HACC) program released a draft policy statement identifying homeless people as a special needs group. Is such policy the result of a number of randomly unrelated activities, or are there identifiable activities which must take place in order to achieve policy change?
