Abstract
The AIDS Prevention Program (APP) of the Inner South Community Health Service (ISCHS) has a long history of effectiveness and innovation at both the local level and in the broader environment. One component of the Service's approach to continuous quality improvement has been a review of the fixed Needle and Syringe Exchange Program (NSEP) operating from the Prahran site of the ISCHS.
